Non-Tax Provisions in Congressional Legislation to Benefit the Buildings Industry

ERA is actively engaged in several coalitions working for various provisions in Congressional legislation that will benefit the buildings industry and support economic recovery. Among these are non-tax provisions recently approved by the House Energy & Commerce Committee and the House Transportation & Infrastructure Committee.

  • Critical Facility Modernization: Appropriates $3.2 billion (to remain available for 10 years) for state energy offices to provide grants for resiliency, energy-efficiency, renewable energy and related projects for public schools, medical facilities, and local government buildings. To be administered by DOE.
  • Block Grants: Appropriates $5 billion (to remain available for 10 years) for the Energy Efficiency Conservation Block Grant program.
  • Environmental Product Declarations: Appropriates $250 million for a new “Environmental Product Declaration Assistance Program,” to be administered by EPA. The purpose of this program is to support the development, and enhanced standardization and transparency, of environmental product declarations for construction materials and products through technical assistance and grants to businesses and other activities.
  • GSA Green Buildings: Appropriates $1 billion (to remain available for 10 years) to convert federal facilities to high-performance green buildings.

ERA staff will continue to monitor and engage on these issues.
